Carbon Sequestration: Louisiana's Ready

Louisiana is a major oil-producing state, and it is no wonder that they're interested in doing their part to keep petroleum carbon-neutral. To promote carbon sequestration, the Louisiana legislature has passed House Bill 661, setting up a legal structure for deep injection wells. It keeps the injecting companies on the hook for 10 years, then transfers responsibility for the injected CO₂ to the state. That seems short to me, but presumably that's how the deal turned out.
